Cost center and area of responsibility

Each organizational unit (professorship, institute, department, etc.) with financial responsibility has an area of responsibility in ETHIS. Each area of responsibility contains
- a cost center
- a reserve (academic units only)
- SAP projects with WBS elements, if applicable

These elements are used to process and display all budgets, costs and, if applicable, revenues and reserves for the area of responsibility.
Area of responsibility (ETHIS), key number and organizational unit (organizational database)
The basis for opening an area of responsibility in ETHIS is a key number in the organizational database. This database contains the hierarchical structure of ETH Zurich with all organizational units; each organizational unit is assigned a reference number. The organizational database is based on the Organizational Ordinance of ETH Zurich and the regulations for the organizational database.
In the organizational database you will also find
- Information on individual organizational units such as: Name and contract name of the unit, URL, organization type, person in charge with work address, validity period of the routing number
- Overview of changes that have taken place
- Search and query options for function holders (heads of department, department and division controllers, heads of division, budget coordinators of school management departments, heads of non-departmental teaching and research institutions)
Opening, changing and closing a routing number

Applications for new routing numbers must be justified and must include information on the size of the new organizational unit (finances, personnel, rooms), the desired designation, the hierarchical embedding and the start of validity. The application is subject to the signature authorizations in accordance with the Financial Regulations Art. 10ff.

Notifications regarding persons responsible for management, such as the head of department, coordinator and controller of the department, head of institute, head of department, etc. (in accordance with the regulations for the organizational database Art. 8) should be sent to the General Secretariat: gs@sl.ethz.ch with a copy to IMC_Controlling@sl.ethz.ch.
Applications for the appointment of a budget officer for a professorship whose holder has retired can be submitted by the Departmental Board. They are approved by the Vice President for Finance and Controlling (FR Art. 9, para. 3, lit. e and Art. 28, para. 1, lit. h).
Each area of responsibility includes a cost center. It serves
- setting the annual basic order budget for personnel and material costs
- the processing of personnel and material costs
- the collection of smaller revenues (less than CHF 10'000) that are not allocated to a WBS element.
A surplus or deficit on the cost center is credited or debited to the reserve of the respective unit as part of the annual statement (only for academic units).
